That's what the US government said about the Roswell crash in 1947. They said it was a weather balloon, and later I think in the 1990s they said it was an observation balloon, to detect nuclear tests in the USSR. Many who were involved have recanted, and said that it actually was a crashed flying saucer, and there were small alien bodies recovered. This is a podcast with James Fox. I always dismissed UFOs as a hoax until the Nimitz encounter was made public. The Princeton has very advanced radar systems. These things were tracked on radar, visually by the pilots. Videotaped, and infrared taped by the planes.

I would think if a balloon had lost buoyancy and descended, that it would stay on the ground. And not rise back up and "zoom" away as the witnesses had described. Many witnesses also saw the impression that the craft had left in the ground. I would think a lighter than air craft like a balloon, would not leave much of an impression.
