Pav is right...you have to pursue this locally in UAE... the police will figure if it's not important enough to you to go there, then it's not important enough for them to worry about. If you were not the direct victim, then you will have to have a power of attorney from the victim if you are going to come over, authenticated by the State Department of State for California (if that's the state you are in), and the Federal Department of State in DC, then authenticated by the Ministry of Foreign Affairs in UAE. The alternative is to contact, through your local office of the FBI, INTERPOL and file a case through them. Don't expect anything quickly... expect the worst and hope for the best and you won't be disappointed. Mike
The way the Middle East works, the fact he is a foreigner rather than a local is a huge positive, I would try and get over there and go to the Police, I'm sure they will follow up on it.
