Nice, they'll see a good loss in revenue from gasoline tax as well as new cars sales and car registration. Used car market will be solid. People with electric won't be buying gasoline, but still wearing down roads with their heavy battery powered cars. And others not interested in that type of car will simply buy new cars out of state and either register them in California or use an out of state license plate.

Also, the much increased gas mileage hurts this... BUT...

They are already starting the transition from gas taxes to mileage based taxes... will be tied to the in-car computer... no cheating. Your car will tell the 'government' how far you've driven that year.

They will still get their money.

Yeah I've read about that for a few years now, but it will be much faster and easier to implement toll roads (converting existing highways to that at a minimum). We have a lot of toll roads in Orlando and it's very nice. Traffic flows well and the roads are always maintained. There are also fewer cops than the regular interstate and the speeds are higher.

Passing a law where the government will track your mileage (assuming based on location and not just total) would get a lot of pushback and delays vs changing interstates to tolls. Not saying it's impossible...but just will take a lot longer to get passed as law.

They won't have to "go after" gas powered cars.

What you will see is the gradual reduction of gas stations and shortages of fuel with rising prices and higher taxation combined with incentives to switch to electric.

Eventually people will be happy to give up their gas powered cars. But I predict by then we won't actually buy cars anymore anyway. You will rent them by the minute or mile with an Uber like service that delivers a driverless car to you and takes you where you want to go.

In the future there will be no car registration fees, no gas taxes, no car insurance. These will be built into the "cost per mile" charges with additional charges going on forever like you see on your cell phone bill.

"Classic" cars will be allowed only with a special permit on city streets as these cars are dangerous to the computer cars because they don't "talk to" one another.

Most classic cars will be crushed or put into museums as they will have little or no value to people in the future. A few will remain as art pieces but the majority will rust away with no spare parts and no one to repair them. And I also expect in the future people will form groups to actually buy classic cars something like the stock market. You'll get a share and when it's sold, you get a dividend. After all, most classic cars today are just investments anyway. The next logical step is pooling resources and lowering risks.

This is the future. Get used to it.

Sad to say, but I think you're right. It could be something like this.

We have 'Car2Go' in Denver... in several other cities also. Been here for a number of years.

They rent at 45 cents/minute via your smartphone. Located and engaged or reserved via your phone. Insurance included, meters free. Limits on where you can leave them.

They just swapped out their SmartCars for Mercedes GLA and CLA. (Smarts were cheaper but deemed not good for the local market.)

Gas, though, not electric or even hybrid...

Zipcar has been in DC for a while and it works in cities with decent infrastructure and car ownership is not required. It is hard to get that model to work way out in the 'burbs. I see cities making laws banning gas-powered cars from city centers so then hybrids would need to function in electric-only mode. It will be a long ways to reverse the suburban sprawl to outlaw cars entirely and replace them with a fleet of cars that show up to your doorstep. Hailing a cab from the suburbs (like what that ownership-less future would be), would be very hard to accomplish. People don't like waiting for anything anymore it seems...want it now attitude.

Yes the idea of rent a car by mile has started. But in the future the car will come to you when you want it and then take you where you want to go without a driver. That is the future and believe me, people will gladly park their old fashioned cars if this is cheaper.
