The article doesn't talk about a merger. In any case, things seem to have moved since, and it's Racing Point that will be rebranded Aston Martin. The future of the Mercedes team has yet to be decided, but indications are that they will carry on. INEOS, has just signed a multi-million sponsorship contract with Mercedes, surely not for one year!

Daimler Benz 2019 profits cratered by nearly 2/3 due to expenses associated with so-called Dieselgate and excessive costs incurred in e-car development. They are slashing their dividend by about 60% to conserve cash and they plan to reduce workforce by 10,000 jobs by the end of 2022. They now have plenty of cover to get out of F1. In fact the board might mandate it under pressure from shareholders (dividends) and the German government (jobs).
