As above, does anybody know if the 400i 415mm wheel is made from Magnesium like the 400 Series 1 or Aluminium Alloy?

Your question is a bit mis-phrased -- both 400 and 400i wheels (and 308 wheels) are made from "light alloy" (which is a special Aluminum alloy with about 30~35% Magnesium -- so a very high Mg content, but not enough to truly classify it as a "Magnesium alloy" as it is often wrongly called).

Can anyone suggest a reputable firm that restores these wheels? I have 15” wheels on the shelf that have some bubbling and curbage. What I don’t want is for someone to blast them, use filler and when I eventually go to mount them up in a few years they are bubbling again.
