they stand for the pre 2010 number system in France and FYI the "78" last number stands for the Yvelines district, ca. 10 miles westbound from Paris. District's main city (department in French) is Versailles. So to say an area having a few well sorted suburbs and where money was/is for some folks a lesser issue than other regions. Thus I must say that numbers "400" and "78" are a pretty good match, from a French perspective of course!
