What is this knob for?

I have my fire suppression release knob in that position. In your case, the knob might be a volume control for a radar detector.

For the K-40 control, the outer ring has three detents; center is OFF, left is CITY, and right is HIGHWAY. The center knob controls volume.

 

Now you can go and find where the front and rear antennas are located. My front one was bouncing around in the brake duct!

 

Mine are upside down too, is there a step by step on removing the ashtray?
