    Brother built a two step stair for mom's fat dog. OSHA INSPECTION rejected it. No hand rails and no upper and lower safety gates.

    None of the dog stairs for sale at PetSmart et. al. for pets (dogs & cats) to climb into a high bed have rails or gates. Did the brother build it as a part of his house? Is it also big enough for people to use? If so, it sounds like a County inspector rather than an OSHA inspector red tagged it. The only way it might be OSHA is if the stairs were built as part of a business location. If so, he should ask the inspector to cite the exact regulation.
