One Headlight Won't Go Down

The car looks like a large deranged insect. Until recently, one pop-up light would go down on command, the other would go down between 30 seconds and an hour or so after I'd turned the switch. Now, the 'slow' one won't go down at all. Body shop guy told me it had a 'bad spot' in it's motor. Anybody have a suggestion? It's an ego challenge to drive around like this. What should I check?
