    It is a choke. It reduces the amount of air going to the catalytic converter from the air pump.

    Yes, that would put it back into factory spec, although I currently don't have mine in and it didn't seem to affect the car passing the California SMOG test.

    Is it just me or does it look like that part's corrosion caused the split in the hose? Or did hose shrinkage cause it?

    Mine was made from rubber. This one looks like it started life as a Chianti cork.
