    Sounds as though you cannot request a specific plate number, which reduces the odds significantly.

    No, you can't. It is a lottery drawing. If you are selected they tell you what plate number you won. Of course you can simply decline and they award the number to the next person in line.

    At least like the regular lottery, it doesn't cost you 2 bucks to enter! :)
