    Exactly. Steering—as imparting a change of direction—results in various changes to the suspension geometry as a consequence.

    DAS results in changing the static suspension set-up (including ride height and not allowed even in part ferme) by pulling (!!) on the “steering” with no intent to impart any change of direction. See the difference? Hence why it is outlawed going forward.

    Recall that Renault’s mass damper was banned because though ostensibly meant for controlling the suspension movement was deemed to be used primarily for aero benefits and was banned on the grounds of no moveable aero devices allowed.

    Worst, Merc claim this is used only for warm-up laps (!!) so spent resources (that they obviously have in abundance) on this for only limited use and benefit to basically kill the already barely evident competition.

    No it's effect is that Mercedes can warm up the front tires with DAS without overloading the rears (which is what weaving back and forth across the road does.)
    DAS enables Mercedes to put the proper tyre temperatures at both ends of the car.

    As to aero:: the high rake car architecture seems to have reached its developmental limits.

    When they released it they were using it during races. Are you claiming changing the angle of the front tires doesn’t effect aero ...?

    Most 'rake' runners seem to be open to change. Its not worked completely for Red Bull of late. Newey could only take it so far. Mercedes are the aero kings now it seems.

    Mercedes is only using DAS behind safety car and the lap before a qualifying run. Aero is completely unimportant at those points in time.
    DAS is allowing Mercedes to restart after safety car with both sets of tyres at better temperatures than can be achieved with swerving, acceleration and braking.

    When Mercedes launched the tech they were using it actively during races at race speeds not simply safety car or warm up laps.

    In pre season testing, Mercedes was trying it in various circumstances to see what it did and how useful it was.

    While I did see it used in an Austria practice session, I have not seen it in use except for safety car episodes during the racing season. Has anyone?

    But perhaps, their advantage is great enough, they do not need to use it in racing conditions.

    SKY said they know its on the machine. They have not spent alot of time observing if it is use at all. Its legal this year. It can be used. An assumption.

    In any case, introducting staff level as an excuse is rather desperate: at present, there is no limit on the number that I know of.

    It's not an excuse. It's an observation. Mercedes has vast teams working on all areas and next years' cars', current year and so on. Like I said...they have the resource. It's not cheating. The only thing stopping this for other teams is money.
