simple test is to carefully spray some belt dressing on that AC belt, noise goes away it confirms thats the problem and you go from there. Can also perform that test on H2O belt while you are in there. Belt dressing is not a long term answer but will quickly put the mind at ease.

If you are asking if you'll find it near the WD40, yes in that general area of the parts store. Simple spray can probably about $10.

As noted, you are best to just use water and spray on the belts to see if that quiets the noise. If so, change the belt, or adjust the tension. Belts do not appreciate being coated in oil and solvents/carriers.

My engine was making a very similar sound to this. Wasn't able to upload my movie file though...
Today, being a warmer day than the last time I drove it, of course the engine started just fine—no belt noise at all!! I brought my car in to my mechanic anyway. He didn't even look at it. Told me that it might very well be that the issue goes away when the temps go up, so I may be good for the next few months.
However, he advised me to change the AC belt to properly take care of it, rather than adjust it again (which he had done in December), and also change the other 2 belts at the same time. According to my records, I had them all changed out 4 years ago, so that's probably in the range for replacement. I now have some belts on order.

To access the belt for a 308 and Mondial you just need to take the Wheel and then the fender liner off correct?

My belt issue a few years ago was a slap/snap noise.

Your noise on the video sounds serious to me. It is not similar to my belt noise. Sorry, but that’s what I think. SG

It's similar to my belt noise. It ticks more when cold, the number of 'ticks' decrease first and stops completely after 1 or two minutes. Just spray some water or WD40 when you hear the sound, when it disappears just change the belt(s). If not, look further.

I can tell you for sure that your problem is dry belts.
Just the little ones not the timing belt.
You can do it yourself in an hour.
Took me a while to diagnose this in my car because it was intermittent on start up
however just by luck one day at the garage it happened and the mechanic was
    right there and job done.

The noise is gone. Was a loose bearing that needed changing. Discovered during belt change job. See video

My 83 qv did the same thing and it was the AC pulley all I did was remove the belt.
