Having an issue with a 355 where either by using the fob or switch inside to lock the car the car beeps 4 times and door immediately unlocks. Basically the car won't lock. Has anyone ever come across this issue?

Sounds like one of your doors/hood is not fully closed.

I leave my hood partially open all the time in the garage with a trickle charger wire hanging out. I hit the key fob once and get 2 beeps. I hit it a second time the doors lock and I get a series of 4 beeps, and I believe it sets the alarm also. The alarm light in the center vent flashes. This is only on 99 355's

Sometimes that will happen if the rods inside the door move out of adjustment. Then you hit the switch and it does not work or locks/unlocks or if locked it will unlock then lock before you can get out. All Ferraris have these wonderful mechanisms

I had the same thing when the wiring at the connectors on the door jambs went on the fritz. It's a notorious area for problems, and if one of the locks isn't locking because of a bad wire connection, the system goes bonkers. Check your connectors for corrosion, and check where the wires connect to the plugs... they like to break off there. Check both the door fitting and the body side one.

Did Ferrari use solid copper wires rather than stranded copper wires? Why would wires become defective after years of service?
