This looks like a Craftsman vice with the red paint and the arrow marking. If it is, then the handle is not removable. This line across the handle looks like someone might have cut it which would be quite odd. If that is the case, put vice grips above and below the cut line and turn counter clockwise to see if the 2 sections separate.
Search Craftsman vice restoration on YouTube or Google and you can find people who have restored that particular vice (or very similar models). In some photos I saw on line, it appears the ends are forged / swaged on that cross bar. If you wanna check to see if there might be threads, try putting some WD40 on the ball area where it appears to be threaded maybe. Wipe everything away, then hit the ball with some heat from a torch. If there are hidden threads, usually you can see the WD40 that made its way down into the threads boiling back up. With enough heat and torque, most any threaded part will come off. Ray
That end is not coming off. So, it has been donated to neighbor to be replaced with a higher quality bigger bench for me.
Believe it or not, I have everything on that picture including the OxAc torch. I did not want to go through all that for a cheap bench vise anyway.
