If it is a plastic piece then a good body shop should be able to plastic weld it with replacement panel; smooth it out and repaint or recover with PPF. It is cosmetic only and shouldn't be that big a deal. It looks like the panel is in need of repainting anyway, so you could get both taken care of. It certainly isn't structural. I've had parts painted cosmetically for touchups, rear bumper, front air intakes etc repainted and they look better than new.

 

There are some side skirts on ebay, would still likely need it re-painted unless you happen to find one in the same body color. The black part by itself can't be replaced as it's a one piece molded part. Maybe take the opportunity to cover it with a carbon fiber piece instead?

Good body shop should take care of you. Even carbon fiber repair. Ferrari many times farms out they're body repairs then charges you an up-charge.

 

I got both mine done for $10k. I bought the parts at https://ferrparts.com/

I believe five star or diamond auto painting did the painting. As Russ at ferrparts who he uses and he'll point you in the right direction. I just shipped my car down and back.
