    Because there is only simulation and no real testing.

    More likely Luca Badoer.
    And there were only (just over) 1/2 of the races we have now.

    With a budget of 1 engine and 1 transmission per day (per car) unlimited tires and unlimited fuel.
    Engines would gain 3%-5% power per year
    cars would be seconds faster year-on-year
    Transmission gearing matched to each track

    They would not have to race at might in places where temperatures never get over 90ºF.

    If your team is playing $XM/year (hardware and software) in new better car simulators--is money you could have spent on simply making the car better--instead.

    What is reasonable to Ferrari, Merc, RD is unreasonable to Haas and Williams
    So, everyone has to play nice together--even works in grade school and T-ball ................. NOT.

    None of the teams are saving money under the current rules. Back markers were still back markers then as well as now. The budget cap and rules have done nothing to change that.

    Nobody said that everybody should have the same resources. There is already a budget cap, so it's up to the smaller teams to get to that cap. Anyway, even now the smaller teams have worse simulators and wind tunnels than the big ones.

    There could be another posibility: small teams could sell their unused test time for cash. Also test time could be limited depending on the team position like the wind tunnels hours.

    All I'm saying is that there are intermediate solutions between free testing and no testing at all.
