In Victoria it depends whether it's a 45 or 90 day permit. It works out around $750 or $670 per year cheaper respectively than registration. With Shannons insurance, they then deduct approximately 15% off the premium for permitted vehicles.

Doesn't sound a lot for an expensive car - especially when considering the extra freedom full rego allows. But on a cheapo car, fair enough.
The value of the car is immaterial once you've reconciled the once off stamp duty. If you have a nice plate you want to keep on the car, are lazy, forget to fill out the book or simply drive more than 90 days a year, sure. The CPS makes sense if you don't drive more than a few times a month otherwise. In Victoria a CPS vehicle can be driven at any time subject to the 45/90 day limit. Some states restrict the CPS to a gazetted club event.

See above, I guess. You don't have to record every time you drive the car? And you don't have to have an ugly plate attached to it. Considering some people get their knickers in a knot about the colour of the stitching on a seat, or the colour of their indicator lenses, I think driving around with a fugly numberplate is at least equivalent.
