Maybe the fact that they can’t attract and retain foreign talent at their basically rural setting at Maranello leaves them with no choice, just like Sauber have trouble attracting talent to their Swiss location for example. Ferrari F1 is'nt run by just solely Italians. Ferrari F1 has a mix of nationalities.....of course they're not the best that money can buy and the best won't move to Italy.
That's definitely a possibility, socioeconomic factors definitely play a role. We've had some good engineers, unfortunately they've moved on to "greener pastures" at other F1 teams and have stayed.
