It’s been a while but if I remember correctly there’s six 10 mm bolts that hold that bumper shroud (Diaper) in place. Two on each side and then two that were harder to access under the rear bumper lip. I Believe I used a box end wrench and possibly loosened the four bumper strut bolts to gain access. :) Away from home at the moment so I can’t pop into the garage and look.

The rear bumper blocks getting to the four bolts holding the piece. As shown in the picture, the outer nuts for the bumper are accessible, but the inner bolts cannot be turned. Question: how is the rear bumper removed? Left or right rubber protection blocks access to the inner nut. If the bumper is loosened or removed the center panel will come out. My car has U-type speed nuts to fasten the rear cover, not hex nuts.
    Now I understand your dilemma.

You don’t need to remove the bumper. A 1/4 inch drive 10mm socket on a six inch extension will reach the 4 upper mounting bolts. It’s a bit of a squeeze but it will fit in there. The picture you posted is of the bumper mounts, nothing to do with the shroud.

I had mine off for repainting few months ago and don't recall any issues at all on my '79 US car.

I used the 1/4 inch drive 10mm socket on a six inch extension will reach the 4 upper mounting bolts. I found out that the European do not have this large part shown earlier. Therefore, removal of the bumper is easy.
