This practice disappeared slowly throughout the 20th Century, and by the 1950's it was already considered mostly archaic, except for some words. I swear I was taught to use "an" in school but it may have been my schoolteacher father that instilled it in me. Oddly, my partner and I were discussing it recently because she read something with "an" and thought it was a typo. She went to a quite good private school, so it seemed odd that I was using the "fancier" phrasing. Of course, I did grow up in the country and they were decades behind in everything.

French was used in the royal courts as the preferred language. Perhaps this is where "Lingua Franca" comes from . "An hotel" sounds a bit strange, these days, but "an historic" still sounds right. I think the practice will die out. If you call PP "a horrible cant", that sounds right. Hopefully, his illiteracy doesn't stretch to saying "haitch" when he means "aitch".
