Government spending is always very odd. I was recently discussing it with my partner and she didn't know that during my years with the ATO that they supplied basically no food/drink whatsoever to staff. No tea, no coffee, no milk, nothing provided. Every so often a meeting might be important enough to be catered, and I'm quite sure the high up SES probably had catered meetings quite a lot, but for the most part for 95% of staff, buy your damn own. But yeah, go and spend money on projects with external agencies, but of course that's a whole other part of the budget....
Obviously because someone in the federal government is mates with someone at McKinsey lol. The same story goes for some of the people/companies we using in the mining industry. Easy place to get rich here, just need to know the right person to help you out, even if it is a "one off", happens all the time out there.
