    Yes, emergency hood release. In case the electric mechanism fails. It did nothing probably 'cause your hood is already open...

    On what model? 360 and 430 have a T handle under left side of dash for front compartment. I have had that corner apart a few times in various cars and never seen an emergency cable there. On top of that it look like a child welded the bracket on.

    That look like it was installed by some hack at a body shop because he didn't know where else to put it when the front end was being reconstructed.
