It’s a rare early air bag...didn’t work well...like just about everything on our cars. PO likely removed it and left in the trunk.

No, just two of these foam disks, same on either side. They're about the diameter of wheel, so I thought they might have been some part of the packing, protection (for the spare perhaps?) that would have been in a newly delivered car. But I doubt it, too.
Previous owner didn't want the spare to scratch the paint in the well. Placed under the spare before it was locked down. Or not.
