Its not that. A 400 kit was a brief case inside the rear of the spare and later a half circle pouch that fit inside the front of the spare tire. Does a 400/412 have a tow hook? Boxers and 328's do.
The tool kit in my 412 did have the tow hook and and the oil wrench, as far as I recall these two were in the big bag with the jack. There was a port hole (with a cover) for the tow hook in the front bumper on the right side. The oil filter wrench does not seem to be present after the 412 and/or after the 512BBi. Quite difficult to find this part today.
This is my 1985 400i tool kit, 2 kidney shaped halves that unfold open and when closed, sit inside the spare rim. Pardon the dust on the kit, these are first photos from 5 years ago......yes, that is 34 year old alcohol still in the plastic bottle. The oil filter wrench is in the jack bag on the picture. The tow hook could be (or could have been) in that bag too.
