Very odd. Can't see it being open to the atmosphere. Maybe was used to hang the tanks when they were coated, not sure what the coating type on the tank is?
I think that a nipple is broken off. (They are super fragile...) Is it on the driver or passenger side tank? If driver side, then I think that there is a vent hose going from the fuel filler to the missing nipple. If on the passenger side I think there should be a hose going from the fuel accumulator to the missing nipple. It's been years since I replaced my fuel lines, so I may be miss-remembering... If it is a broken off nipple then search here on replacing it. I believe it's a relatively easy fix that can be done with the tank in situ.
