Looking for Owner of Boxer VIN 046189

I was looking through some old .pdf files and found 3 pages of what appears to be the DOT Federalization check list for this car. Not exactly sure how I came across this but I did have several conversations with Dick Merritt back in 2006 re: a Euro e9 BMW I was considering. I think he sent me these as an example of what to look for in terms of documentation. Would be very insightful for the owner, I think, or at the very least just cool to have and keep with the car.
