It looks like it needs an oscilating chuck to work properly. The bit is probably cheap in comparison. JD

You start with a pilot drill, then each hole ( square or hex etc. ) has a unique template the size of finished hole. That gets attached to end of work piece. Ago

You are correct Russell, I have used them years ago. Developed by the Watts brothers from Wilmerding Pa. next town over from Wall Pa. My memory is not what is once was. Ago
