A new rule was put in place...to take Ferrari's power advantage away. That to me reads exactly the way it is: their engine (the advantage) was taken away. This is an engine that the FIA had access to for how long? And ran extra sensors on just the Ferrari PU since Baku 2018. Yet never could prove a thing. If the FIA could prove Ferrari cheated they would've done so. They had access to the engines for nearly 2 years. Never found anything. So yes, Ferrari's engine was taken away. End of the 2020 pre-season test FIA tells ferrari to stop doing whatever it is FIA didn't know Ferrari was doing. Ferrari had to build the engine they got for 2020 during corona ''off season''. 100% another reason why the Current Ferrari Principal is a weakling. Had he had any balls he would have told them to go to hell, there has always been been gray areas in F1, not trying to take advantage of the fuel flow on the straights while reducing it during braking in the corners was ingenious. If FIA could not find what was wrong with the engine, how come after they settled performance went from race-winning to being overtaken by Williams I still think Binotto should go, it is F1 and instability is to be expected and managed. Getting close is just not good enough with the available budget. By keeping him on, they only extend the period of mismanagement which will yield few results, and it will take longer to rebuild the team after he eventually gets the sack. He can now blame the design token-limit, but this is only a serious limit because there is so much wrong with the car already.
Nobody knows for certain but if they did circumvent the rules by increasing the fuel flow rate of 100 kg/hr max. or the fuel flow below 10,500rpm (0.009xrpm +5.5) then they would naturally use more fuel so its counter productive, unless they could get so far in front they could coast home at the end with a empty tank. The FIA as governing body created the blur. If it was a clear cut case of cheating FIA would publish it's report. FIA were embarrased by the grey loophole in their own rules. Ferrari should have told FIA to shove off.

That video was from 2018 on the double battery issue investigation on Ferrari...which was okay. In 2019, after Austin, Max said Ferrari is cheating but Ferrari downplayed the accusation and since then they have really slowed down and that's when the FIA stuck in the 2nd fuel flow sensor for 2020 thereby handicapping Ferrari for all of 2020.
Yes, something "was going on", that neither Ferrari nor the FIA wanted to reveal. This lack of transparency is worse than the technical offense itself, and not what you expect from a governing body. The fact that both sides tried to keep it secret by a "settlement out of court" makes it very suspicious. To the cynics, the undisclosed fine sounds very much like a bribe for the FIA to bury the issue.

At this moment FIA has given so many passes and owes so many favours that the rules are just a matter of politics. A lot of time or a big collapse would be needed to clean this corruption. Oh, well, but I'll keep watching anyway.
