I heard that the recent GTO sale price was equivalent to $22.5 MM (a.k.a. current GTO membership dues paid in full ;-). Max
I believe that chassis 5095 sold for $22.5 MM. Another transaction occured for a different GTO at $28 MM recently. Can anyone confirm? Max

How many of the 36 are actually fully functioning, and/or driven? Be it, on rare occassions or other.

Amazingly enough, all 36 are alive today. Some of them aren't completely original, but they're all still around. There's an owner in Italy who drives his GTO a lot - a LOT - but I don't know how often the others are driven.

Sorry to say, but the one above in Reston was not a real one , but a recreation. Here's a real one, (not technically, it's really a 330 GTO) but trust me, it's very real. I have a pic from when I saw that #22 GTO at the Ferrari Challenge at Infineon. My friend knew the owner and I touched the car, wonder if its the one that went for 30 mill?
Fabrizio Violati has owned his GTO s/n 3851 since 1965 but most of the time is kept at his museum COLLEZIONE MARANELLO ROSSO . that must be the least expensive GTO when he bought it, as it was just an used old race car.
Withint the last 10 years, Several Van Goghs' (as an example) have gone for $40M+..... And they are just oil and canvas that you can hang in your vaca home... A 250 GTO is a living breathing entity, which by defenition is no less a work of art than any Monet, Manet, Gogh, Seret, Warhall...etc....and it's something you can actually interact with...why not $30M.... seems like a bargin to me.
I guess you have to figure there are about 1000 billionaires in the world... most of them guys... most guys love cars. What marque is one of the most "prestigious" to own, and of that marque which is the most "desirable" to own... and perhaps the hardest to get your hands on? To me it's hard to see why they aren't selling for $50 mil+. I am sure within the next 10 years or so, with all the new billionaires added to the world total every year (I think 180 new people joined the billionaire club just last year) It's only a matter of 10 years or so till those these GTO's start jumping up in price by $10 mil every time one sells. Nice car to own right now. Thing is, how do you get one of those billionaires to part with a gto once they have their hands on one? The money it's worth probably doesnt mean that much to them... what means more (I'll bet) is they have something everyone would like to own... and cant have. It's mine... all mine!!!!
