technically, it appears to be set to 45. Are those numbers relative or seconds or minutes?

with the car off, check the red wire to see if has voltage. if it does - it might be a time delay to run something after shutoff.

after you run the car up to temp shut it off in a quiet area and listen for something running.
    could it be connected to:
a water pump after turn off?
a fuel vapor pump after turn off?
    a fan?
    the fans?

If none of the wires have voltage with the car off, it could be a delay.
after you start the car, listen for a click, check the output wires to see if they go from no voltage to +12V

    I've worked it out.
Depending on the size of the Holiday Caravan you're towing you wind up the electric brake assist accordingly.
Please send us a photo from your next camping trip of the car all hitched up and dont forget to top up the pressure in your rear air shocks so the car remains level with the extra weight.

I was at a car show this morning and snapped this photo of what I guess is the SAI pump. It was 2000 Modena, US model. Hope that helps.

I have a 1999 US model Modena and, interestingly, my car doesn't seem to have that pump at all. Never noticed that before.

Whatever it is, it was well installed and thoughtful for the most part. Not a complete hack job. Cannot wait to find out the actual answer.
